අනිද්දා තීන්දුව


1796දී එක්සත් ජනපදයේ ජනාධිපතිවරණය පැවැත්වීමට සති දහයකට පමණ පෙර, වොෂින්ටන් ජනාධිපතිවරයා සිය සමුගැනීමේ ලිපිය ප්‍රකාශයට පත් කළේය. 1796 සැප්තැම්බර් 19 වැනිදා හෙවත් වසර 228කට පෙර ප්‍රකාශයට පත් කළ මෙම ලිපියෙන්, අමෙරිකානු ජාතිය එතැන් සිට අනුගමනය කළ යුතු ඉලක්කය සම්බන්ධයෙන් වන පෙළගැස්ම ජෝර්ජ් වොෂින්ටන් යෝජනා කළේය.

බලයට වඩා දුබල බව හොඳ ද?


මැතිවරණයට හොඳම පැත්ත වූ කලී අවශ්‍ය නායකයකු තෝරා ගැනීමට එමගින් ජනතාවට හැකියාව ලැබීමය. මැතිවරණයට නරකම පැත්ත වූ කලී එමගින් සිදුවන පශ්චාත් සහ පූර්ව මැතිවරණ ප්‍රචණ්ඩ ක්‍රියා ය. පැෆරල් සංවිධානය කියන පරිදි මෙවර ජනාධිපතිවරණයේ පූර්ව ප්‍රචණ්ඩ ක්‍රියා සංඛ්‍යාව සැප්තැම්බර් 10 වැනිදා වන විට හයසිය පනස් දෙකක් වී තිබිණ. මෙයින් සිදුවීම් තුන්සිය විසි එකක්ම ඡන්ද නීති කැඩීම් විය. තවත් සිදුවීම් අනූතුනක් ජනාධිපතිවරණ ප්‍රචාරක රැලිවලට සම්බන්ධ ඒවා ය. තවත් එකසිය අසූ අටක් රජයේ දේපළ අපහරණය කිරීම් වෙති. ඊට අමතර සිදුවීම් පනහක් දරුණු පූර්ව මැතිවරණ ප්‍රචණ්ඩ ක්‍රියා ලෙස සිදු වූ ඒවාය. අප මෙය ලියන්නේ සැප්තැම්බර් 18 වැනිදාය. ඡන්දයට තව දවස් 3ක් තිබේ. මේ කාලය ඇතුළත දේශපාලන දාමරිකයන් පාලනය නොකළොත් පූර්ව මැතිවරණ ප්‍රචණ්ඩ ක්‍රියා ප්‍රමාණය දහස ඉක්මවීමට ඉඩ තිබේ. පූර්ව සහ පශ්චාත් මැතිවරණ ප්‍රචණ්ඩ ක්‍රියාවල නිරත වන්නෝ දේශපාලන ගොබ්බයෝය. උන්ට ඇත්තේ හිසත්, කඳත්, අත පය හතරත්, මොට්ට මොළයකුත් පමණි. මේ මොට්ට මොළය මගින් යහපත් දේවලට විධානයක් ලැබෙන්නේ නැත. මේ මොට්ට මොළය මගින් විධාන දෙනු ලබන්නේ පක්‍ෂ කාර්යාල ගිනි තැබීම, විරුද්ධ පාක්‍ෂිකයාගේ කොඩි කැපීම, පෝස්ටර් ඉරීම, මිනිසුන්ට පහර දීම වැනි තුට්ටු දෙකේ වැඩවලටය. මේ නිසා පූර්ව සහ පශ්චාත් මැතිවරණ ප්‍රචණ්ඩ ක්‍රියාවල නිරත වන අයට මඩු වලිගවලින් තැලිය යුතු බව අපගේ යෝජනාව වේ. එහෙත් මේ රටේ දේශපාලනඥයන් වැඩි දෙනා අපගේ යෝජනාව ස්ථිර නොකරන බව අපි දනිමු. මේ රටේ දේශපාලනඥයන් අතලොස්සක් රන් එක දෙන්නේම ප්‍රචණ්ඩ ක්‍රියාවලිනි. ප්‍රචණ්ඩ ක්‍රියාවලින් විනිර්මුක්ත ජනාධිපතිවරණ හෝ මැතිවරණ ගැන ඔවුන්ට කිසිම දැනුමක් නැත. ඡන්දයක් කී සැනින් ඔවුන්ට මතක් වන්නේ කඩුවක්, පිස්තෝලයක්, පොල්ලක් වැනි දෙයකි.

Time to examine ‘exam leaks’


A group of parents of school students who had recently sat for the Grade Five Scholarship Exam yesterday (18) held a protest demanding that the Exam be annulled. The protest had been organised to express opposition to the education authorities’ plans to disregard three questions contained in the Exam paper as a response to the allegations that a model question paper shared on social media had contained three questions similar to them.

Curtain down on Campaign


All campaign activities leading up to Saturday’s Presidential Election drew to a close at midnight yesterday, with the main candidates in the fray holding their final election rallies. President Ranil Wickremesinghe held his final meeting at Grandpass junction, while Sajith Premadasa, Anura Kumara Dissanayake, and Namal Rajapaksa held theirs at the Maradana Tower Hall junction, Nugegoda, and Piliyandala, respectively. Large crowds among the party faithful attended the final rallies, which were also enlivened by the now-familiar musical shows and other attractions. This was the culmination of all the political rallies held by the parties that commenced with the handing in of nominations on August 15. At the final rallies, the candidates made one last bid to draw the attention of the floating voters, who, as in all previous elections, are going to be the deciding factor this time around too.

Sins of ‘saviours’


The mandatory cooling-off period prior to an election is time for reflection. But it is doubtful whether Sri Lankans make the best use of it, for informed voting is a rarity in this country. Promises, rhetoric, handouts, gimmicks such as inflated crowds usually sway voters if the voting patterns at the last few elections are any indication. One can only hope that there will be a difference this time around, and the public will vote wisely.

අද සිට විසි එක් වෙනිදා තෙක්, දින කිහිපයේ ප්‍රවෘත්ති සඳහා ප්‍රධාන දායකත්වය ලබා දෙන්නේ මැතිවරණ කොමිසම විසිනි. මේ කාලය සඳහා යුනිෆෝම්ගත වූ ප්‍රවෘත්ති කිහිපයක් ඇත්තේය. අද දහ අටවැනිදා බැවින් සෑම පුවත්පතක්ම සිය මුල් පිටුවේ ‘ප්‍රචාරක කටයුතු අද මධ්‍යම රාත්‍රියෙන් අවසන්’ යන සිරස්තලය යටතේ පුවතක් පළ කරන්නේය. මැතිවරණ දිනය දා උදෑසන එළියට එන පත්තරේ ‘උදෑසනින්ම ගොස් ඡන්දය පාවිච්චි කරන්න’ යන්න සහ ‘පළමු ඡන්ද ප්‍රතිඵලය අද මධ්‍යම රාත්‍රියට පෙර’ යන පුවත් දෙක පළවන්නේය. මේවා චිරාත් කාලයක සිට පත්තර විසින් සමාජයට ලබා දුන් නිවුස්ය. එම මාර්ගයේ ගුවන්විදුලිය සහ රුපවාහිනිය ද යම් තාක් ගමන් කරන්නේය.

ළය පැලී මිය යෑම ඇත්ත කතාවක් ද?


තම වැඩිමහලු පුතු හෘදයාබාධයකින් මිය ගිය පුවත ඇසූ වැඩිහිටි මවක් එසැනින් ළය පැලී මියගොස් ඇතැයි ඊයේ (17දා) දිවයින වාර්තා කළාය. බිංගිරියේ හැත්තෑ හැවිරිදි මවක් මේ ඉරණමට මුහුණ පා තිබේ. ඇගේ මියගිය පුතා හතළිස් පස් හැවිරිදි කෙනෙකි. අම්මා මෙන්ම පුතා ද වියපත්ය. පුතා මැදි විය පසු කරමින් සිටින අතර අම්මා මහලු විය පසු කරමින් සිටියාය. එහෙත් පුතා කෙරෙහි වූ ආදරයෙහි කිසිදු අඩුවක් අම්මා තුළ තිබී නැත. පපුව පැලී මිය යෑම යනු හෘදයාබාධයක් වඩා ලොකු කර පෙන්වීමක් බවට සමහරුන් තුළ මතයක් තිබේ. මෙහිදී කරුණු පැහැදිලි කිරීමක් කළ යුතුය. ළය පැලී මිය යෑම යනුවෙන් හඳුන්වන්නේ පපුව දෙකට මැදින් පැලී හෘදය එළියට පැමිණීම නොවේ. කිසියම් ශෝකයක් හෝ වෙනත් පීඩාකාරී හැඟීමක් දැනුණු විට ඇතැමුන්ගේ හෘදයේ රුධිර පීඩනය ඉහළ මට්ටමකට පැමිණ හෘදයේ පේශීන් පුපුරා යයි. ළය පැලෙනවා යනුවෙන් හඳුන්වන්නේ මේ කියන ජීව විද්‍යාත්මක සංසිද්ධියයි. මෙසේ පපු කුහරය තුළ හෘදයේ පේශීන් පුපුරා ගිය විට අධික ලෙස අභ්‍යන්තර රුධිර ගලා යෑමක් සිදුවේ. මෙසේ රුධිරය පහවීම හේතුවෙන් විනාඩි කිහිපයක් තුළ රෝගියා මරණයට පත්වෙයි. බිංගිරියේ හැත්තෑ හැවිරිදි මාතාවට සිදුවී ඇත්තේ ද මේ බව විශ්වාස කළ හැකිය. මවු පුතු දෙපළගේ අවසන් කටයුතු ඊයේ (17) සවස සිදු කරන ලදි.

Another Grade Five Scholarship Examination, another paper leak – and the cycle continues. This time, the Ministry of Education has been prompted to investigate allegations that Part I of the 2024 exam paper was leaked to students in Kurunegala and Ratnapura via an online platform. The news, however troubling, is not new. Time and time again, similar leaks have tainted major examinations such as the Advanced Level, turning what should be a fair academic challenge into a scandal that leaves students, parents and teachers alike questioning the integrity of the entire system.

There has been an increase in the recirculation of videos of past incidents via the Internet to confuse the public ahead of the forthcoming presidential election, the police have said, requesting the public not to be misled by such misinformation campaigns. They have warned that stringent action will be taken against those who are responsible for circulating such videos.

රටක දේශපාලන ස්ථාවරත්වය ගිලිහී ගිය පසු එහි ගමන සමාන වන්නේ බොයිල් කරන එන්ජිමක් සහිත වාහනයකින් ට්‍රිප් එකක් යෑමටය. ටයර් ආදිය ද හොඳට ගෙවී ගොස් අබලන්ම තත්ත්වයේ ඇති වාහනයක පවුලේ පිරිස් සමඟ යන කල්හි ගමනේ විනෝදයක් නැත. ගමනාන්තය කරා කවදා යා හැකි දැයි කිව නොහේ. එහෙව් ගමනක් යෑම යනු වාහනය සමඟ අඩව් ඇල්ලීමකි. දේශපාලන ස්ථාවරභාවය ගිලිහී ගිය රටක ආර්ථික ගමන ද එසේය.

ජනාධිපතිවරණ ප්‍රචාරක කටයුතු හෙට (18දා) රාත්‍රී 12.00න් අවසන් වීමට නියමිතය. මෙතැන් සිට ජනාධිපතිවරණ ඡන්ද විමසුම පැවැත්වෙන සැප්තැම්බර් 21 වැනිදා හවස 5.00 වනතුරු ගත වන කාලය සිංහල අවුරුද්දේ පුණ්‍ය කාලය හා සමාන අන්තර්වාර කාලයක් බවට පත්වෙයි. මේ කාලයේදී ඡන්ද ප්‍රචාරයට සම්බන්ධ කිසිදු වැඩක් කිරීම නීතියෙන් තහනම්ය. සිංහල අවුරුද්දේ පුණ්‍ය කාලය පවතින අවස්ථාවේ දී එම පුණ්‍ය කාලයට අදාළ සිරිත් විරිත් කඩකළැයි කියා පොලිසියෙන් අල්ලා ගෙන යනු නොලැබේ. එහෙත් ජනාධිපති ප්‍රචාරණ කටයුතු තහනම් කරන කාලය තුළ දී එම නීති කඩකිරීමට තැත් කරන සහ එම නීති කඩකරන ඕනෑම එකෙක් බෙල්ලෙන් අල්ලා කුදලා ගෙන යෑමට පොලිසියට බලය තිබේ. මීට අවුරුදු විසිපහකට පෙර මැතිවරණ ප්‍රචාරණය තහනම් වන අන්තර්වාර කාලයේ දී දේශපාලනඥයන්ට සහ ඔවුන්ගේ කැචර්ලාට නීති කැඩීමට තිබූ අවස්ථාව සීමා විය. දේශපාලනඥයන්ගේ ගැන්සි එකතු වී අරක්කු බොමින් දේශපාලනඥයාගේ ප්‍රචාරණ කටයුතු තවදුරටත් කිරීම, පොකට් රැස්වීම් පවත්වා දේශපාලනඥයා වෙනුවෙන් තවත් ඡන්ද ටිකක් එකතු කිරීම, දේශපාලනඥයාගේ ඡායාරූපය සහ මනාප අංකය ප්‍රචාරණය කරන විශාල කටවුට් ගසා ගත් වාහනවලින් වීථි සංචාරය කිරීම, දේශපාලනඥයාගේ මනාප අංකය සහිත පෝස්ටර් ඇලවීම වැනි දේවලට පමණක් එකල ඡන්ද නීති කැඩීම සීමා විය. එහෙත් අද වනවිට අන්තර් ජාලය බලවත් වීම නිසා වැඩේ සම්පූර්ණයෙන්ම අල ගොඩක් බවට පත්වී තිබේ. යූ ටියුබ්, ෆේස්බුක්, ටික්ටොක් වැනි සමාජ මාධ්‍ය හරහා ඡන්ද අපේක්ෂකයන් ප්‍රවර්ධනය කිරීම අද වනවිට දවසේ පැය විසිහතර පුරාම කළ හැකිය. එවැනි ප්‍රචාරක කටයුත්තක දී දේශපාලනඥයාට නීතියෙන් දඬුවම් කළ නොහැක. ඔහුට කීමට ඇත්තේ මේ ප්‍රචාරක කටයුතු ගැන තමන් නොදන්නා බවත් තමන් අමාරුවේ දැමීමට ලෑස්ති වී සිටින පිරිසක් තමා අනුදැනුමෙන් තොරව අන්තර් ජාලය හරහා ප්‍රචාරක කටයුතු මෙහෙය වන්නට ඇති බවත්ය. සමහරු වෙනත් රටවල සිට දේශපාලන ප්‍රචාරක වැඩසටහන් සකස් කර යූ ටියුබ්, ෆේස්බුක්, ටික්ටොක් වැනි අන්තර් ජාල වේදිකාවලට මුදා හරිති. මේ අයගේ මයිල් ගහක් වත් ඇල්ලීමට පොලිසියට හෝ මැතිවරණ කොමිෂන් සභාවට නොහැක. එහෙත් මෙවැනි සමාජ මාධ්‍යවලට විරුද්ධව නීතිය ක්‍රියාත්මක කිරීමට මැතිවරණ කොමිෂන් සභාව තීරණය කර ඇතැයි මැතිවරණ කොමසාරිස් ජනරාල් සමන් ශ්‍රී රත්නායක කියා තිබේ. එහෙත් එසේ ක්‍රියාත්මක වීම ද ගැටලු සහගත බව කොමසාරිස් ජනරාල් විසින් පිළිගනු ලැබ තිබේ. අන්තර් ජාලය යනු සාගරයකි. ඒ තුළ මාළු බිලියන ගණනක් පීනති. ඒ බිලියන ගණන තුළ එක වගේ පෙනුමැති මත්ස්‍යයෝ බිලියන ගණන් වෙසෙති. මේ නිසා එම මසුන් බිලියන ගණනින් එකෙක් හොරකමක් කළාට අල්ලා ගැනීමට නොහැක. මෙවර ජනාධිපතිවරණය පැවැත්වෙන්නේ අන්තර් ජාලය මේ තරමට සංකීර්ණව පවත්නා අවස්ථාවකය.

A wish: Let this be the last Presidential election


There is much at stake in the upcoming Presidential election. The country’s trajectory will depend on the individual who will emerge victorious. As witnessed in the last Presidential election which saw 6.9 million people elect an alleged war criminal and murderer, the stakes can be very high when so much executive and political power is vested with one individual, with little democratic space for course correction ‘post facto’.

Sick or not, dignity matters!


It seems that the concept of privacy, particularly in healthcare, remains an elusive ideal in Sri Lankan hospitals. Whether it’s in government-run facilities or private institutions, patients are often stripped not only of their dignity but also their right to basic respect. Nurses shout out diagnoses across wards, robbing patients of any sense of confidentiality, while groups of medical students descend like an army to learn at the expense of an individual’s comfort. Yes, medical education is important, but surely it doesn’t hurt to ask for consent first? The sea of white coats surrounding a patient might be seen as a rite of passage for future doctors, but for some, it is a dehumanising experience.

What is fast approaching is a contest the political leaders in the fray cannot afford to lose, given the very high stakes they have in it. The 21 Sept., presidential election is bound to be followed by a general election, and the party of the winner of the presidency usually secures the control of Parliament.

ගිනියම්වන ඇඟලුම් අවුල


ආසියාවේ නැඟීම රෙදිපිළි කර්මාන්තය සමග එක්ව ඇති බව පෙනී යයි. මෙම ක්‍රියාවලියේ බංගලිදේශය වඩාත් ඉදිරියෙන් සිටි බව ලෝකයම දන්නා කරුණකි. දකුණු කොරියානු සමාගමක් සමඟ හවුල් ව්‍යාපාරයක් ලෙස 1978 දී එහි ප්‍රථම අපනයන ඇඟලුම් කම්හල ගොඩනැගීමෙන් පසු, බංග්ලාදේශය සිය ආර්ථිකය ඇඳුම් අපනයනය කිරීමේ බලාගාරයක් බවට පත් කර තිබිණි. පසුගිය වසරේ බංග්ලාදේශය ඩොලර් බිලියන 54 ක් වටිනා ඇඟලුම් අපනයනය කළ අතර එරට ඇඟලුම් අපනයනය දෙවැනි වන්නේ චීනයට පමණි. එහෙත් අගෝස්තු 05 ඇතිවූ අරගලයෙන් පසුව සිදුවන්නේ කුමක්ද? දැනටමත් එරට ඇඟලුම් කර්මාන්තශාලා 200කට වඩා වසා දමා ඇත. අරගලයෙන් ලැබූ ජය මෙයද? මේ වසරේ සමස්ත ඇඟලුම් අපනයන 10-20% කින් පහත වැටෙනු ඇති බව දැනටමත් පුරෝකථනය කර තිබේ. එයින් සිදුවන්නේ රටේ අරාජිකත්වය වැඩිවීම පමණකි. බංග්ලාදේශයේ ඇති වූ නොසන්සුන්තාව හේතුවෙන් ඩොලර් මිලියන 54ක් වටිනා නව ඇණවුම් උපයා ගත් බව ඉන්දියානු ඇඟලුම් ආයතන ප්‍රකාශ කර තිබිණි. පාලකයා වෙනස් කිරීමෙන් ලබන ජය කෙසේ වෙතත් රෙදිපිළි කර්මාන්තය බිඳවැටීමෙන් ඩකා ආණ්ඩුව ලබන්නේ පරාජයකි.

It’s astonishing to think that even 2,200 years ago, economic matters held significant importance. They have only grown more critical since. Sound economic management will be even more so in the future, possibly becoming the linchpin on which everything else hinges, both globally and in Sri Lanka.

Easter Sunday carnage: Vital aspect ignored


Former Justice Minister Dr. Wijeyadasa Rajapakshe, who is running for President, has dropped a bombshell. Taking part in a Sirasa TV programme, the other day, he hinted at the possibility of some world powers having had a hand in the Easter Sunday terror attacks, which snuffed out about 270 lives and left more than 500 others injured, in 2019. He said he had opposed the handing over of the strategically important Hambantota Port to China, in 2017, and warned the Yahapalana Cabinet that another world power would seek to take control of the Trincomalee harbour, the oil tank farm near it, and the Colombo Port, and if Sri Lanka did not grant those demands, it would be plunged into a bloodbath and forced into submission.

 The countdown begins


With the presidential election due next Saturday, campaigning is now reaching its peak and must end by Wednesday midnight leaving two clear days before the polling begins. Postal voting by public servants and others on election duty has already closed and the counting of these votes will only start when the counting proper begins upon the close of the poll. There is a widely held perception that, for the first time at a presidential election here, none of the contestants will clear the 50 percent plus one hurdle to be declared elected on the first round and the counting of preferential votes polled by all but the two front runners must follow. But all that remains to be seen.

Towards a more efficient public service


Sri Lanka has a bloated public service, with more than 1.5 million public servants including the Armed Forces. This means that the public service has nearly 10 percent of the working or employable population, which is a high ratio for a population of just 22 million. Paradoxically, even with such a high percentage of public servants, there are thousands of vacancies in crucial sectors such as education and health. This leads to the inevitable conclusion that some in the public services are freeloaders with nothing much to do.

ජනාධිපතිවරණයට ඇත්තේ සතියකටත් අඩු කාලයකි. අප හිතුවාට වඩා නරක විදිහට පූර්ව ජනපතිවරණ ප්‍රචණ්ඩ ක්‍රියා සිදුවෙමින් පවතී. මේවා මෙහෙය වන්නේ ජනාධිපතිවරණයට ඉදිරිපත් වන අපේක්‍ෂකයන් හෝ ඔවුන් නියෝජනය කරන පක්‍ෂ විසින් නොවන බව අප ඉඳුරාම දනිමු. කිසිදු ඉවසීමක් නැතිව අවි-ආයුධ අතින් ගෙන ස්වකීය වලිගවලට ගිනි තබා ගත් ප්‍රචණ්ඩ වඳුරන් විසිනි. සතා මෝඩයෙක් නම් වලිගයට ගිනි ඇවිළුණු විට ඌ සිතන්නේ ඌට ආභරණයක් ලැබී ඇති බවය. මෙය ආභරණයක් නොවන බව ඌට දැනෙන්නේ වලිගය දැවිල්ල ගන්නට පටන් ගත් විටය. මේ මෝඩ වඳුරෝ තම තමන්ගේ දේශපාලන නායකයන්ට අවනම්බු සිදු කරමින් රටේ තැන තැන ගිනි අවුළුවති. කිසියම් මැතිවරණයකට පෙර ප්‍රචණ්ඩ ක්‍රියා හටගන්නා විට මිනිස්සු භීතියට පත්වෙති. මැතිවරණ දිනයේදී මේ ප්‍රචණ්ඩත්වය උග්‍ර වනු ඇතැයි ඔවුහු කල්පනා කරති. මේ භීතිය විසින් ඡන්දදායකයාගේ නිදහස් මානසිකත්වයට බරපතළ ලෙස අකුල් හෙළනු ලැබේ. එබැවින් පූර්ව මැතිවරණ ප්‍රචණ්ඩ ක්‍රියා සම්බන්ධයෙන් දැඩි පියවර ගැනීම ආරක්‍ෂක අංශවලත්, ඒ ඒ දේශපාලන නායකයන්ගේත් වගකීමය.
